Another neat download trick for Safari that is lesser known is to hold down the OPTION key and then click the link to the PDF, or refresh the current URL if the PDF page is already open in Safari.

You may also encounter issues if you are trying to download an older version of macOS that your Mac cannot support. Usually when Apple introduces a new Mac it will not be able to run the version of macOS that shipped before the one installed on that Mac. The older macOS might not support certain components in that Mac, for example.
If the old version of the OS you are after predates Snow Leopard and you have a developer account you might be able to get it from developer.apple.com/downloads. If you search within the OS X category you should see downloads for all versions of OS X, at least from version 10.3 to 10.6.
If Safari is not your first browser of choice and using Internet Explorer for Mac is at the very least quite complicated, you can download any other stable and widely used browser out there and make it the default one on your macOS.

with the last update to Safari 12, I now have the following problem in my organization. When someone starts an application from the web page, the ICA file is now downloaded and does not run or start automatically.Now you always have to click on the ICA file to start the application. The ICA file will be deleted afterwards but it would be better not to click on it again.
I can verify that double clicking on the .ica file works. The easiest solution/workaround I have found is to simply click on the .ica file when it appears under the download button at the top right of the Safari window. Citrix even delete the file out of your download folder so you don't end up with a bunch of miscellaneous .ica files hanging around.
That said, bugs are inevitable, so if you're worried about a new software update slowing down your workflow, it doesn't hurt to wait until you've heard that the apps you love run on macOS 12 before you download. That gives you the opportunity to see if other folks are running into trouble with this update.
As a last resort to crashing and performance issues with Safari, you can downgrade to an earlier version of Safari. Unfortunately, although Apple maintains a Safari download page, the earlier Safari installer will not run once the latest Safari is present; its states that an older version of Safari cannot be installed over a new one.
And yes, the fact that you would have to exhaust your GBs of data (for macOS) at a time when you could have done away with a few MBs downloading just Safari browser might also be a cause of concern for some users.
